Loretta C. Wells’ duties as Thornton Township Clerk are an essential part of township government. As the official custodian of Thornton Township records, Clerk Wells safeguards, preserves, and manages all documents and information for the public record and public access, ensuring transparency. She also posts legal and public notices for board meetings, the annual town meetings, and special township meetings, enabling residents to stay informed and actively participate in local government.

Clerk Wells has diverse responsibilities, which include administering the oath of office to all township elected officials, certifying the annual tax levy approved by the supervisor and board of trustees, and advertising and opening all bids publicly in the procurement and contracting of township goods and services. Additionally, she takes and documents the roll call on all township business voted upon to ensure the fairness and integrity of the process.

Clerk Wells serves as a Notary Public, offering notarization services at no charge to township residents. The Clerk’s Office also provides temporary 90-day vehicle placards, and replacement placards, for disabled persons with a completed application from the doctor. Additionally, the office sales Fishing and Hunting Licenses (IDNR). Distributes informational manuals and brochures on township events and services, as well as bus and public transportation schedules.

The Clerk’s Office is actively involved in voter registration throughout Thornton Township. They also offer valuable assistance with early and absentee ballot applications, conduct election outreach, and host deputy registrar classes to promote civic engagement and voter participation.

  • Assist clients in finding their voters information.
  • Assist our clients in finding resources through collaboration with various
  • Social Service Agencies and Community Agencies.
  • Registration of qualified voters. Voter registration in School Districts #205 (Thornton, Thornwood, and Thornridge) and South Suburban College.
  • Distribution of Absentee Ballot Applications.
  • Issue temporary 90-day Vehicle Placards for disabled persons, with a completed application from the Doctor.
  • Manages the coordination and distribution of replacement placards.
  • Notary Public Documentation (notarizing documents at no charge)
  • Distribute manuals and travel information such as bus schedules and brochures.
  • Maintain all records and minutes of Township Board Meetings.
  • Inform the residents of Thornton Township Meetings through Legal and Public Notices.
  • Administer Oaths to all Township Elected Officials.
  • Publicizing and conducting the Annual Town Meeting is required by statute to be held second Tuesday in April of each year. Electors elect a Moderator.
  • Assists County Clerk with Election Outreach and Deputy Registrar Classes.
  • Acts as the Official Custodian of Thornton Township records.
  • Conducts Bid Opening.

Freedom of Information Act (F.O.I.A.)

All public records in Thornton Township are available to any person for inspection or copying, in accordance with the Freedom of Information Act. For information related to the public’s rights under the Illinois Freedom of Information Act, please visit the Attorney General website.

To request public records from Thornton Township, please submit in writing, (either via email or mail), a letter detailing the documents you are requesting to have access. The letter should be sent to one of our Freedom of Information Officers:

Handicap Parking Placard

Temporary Handicap Placard

Applications are available at the Thornton Township Clerk’s office. Thornton Township issues temporary handicap parking placards to qualified individuals who submit an application signed by their physician stating the nature and duration of the applicant’s disability.  Temporary Handicap Parking Placards are issued immediately upon receipt of a properly completed application.

Permanent Disability Parking Placard

Applicants requesting a Permanent Handicap Placard must submit a completed “Persons with Disabilities Certification for Parking Placard” form. Thornton Township is able to submit the completed application to the Secretary of State and will issue a Temporary Handicap Placard for 30 days until the applicant receives the Permanent Handicap Placard in the mail.

Notary Public

As a convenience for you, we have Certified Notaries available at no charge. Notary public services are available Monday through Friday from 9:00 a.m. to 4:00 p.m.

 

For notary services individuals must: 

  • Have two (2) forms of I.D. containing the individual’s signature, and at least one containing the photo of the signer(s), (i.e., driver’s license or passport). 
  • All signers must be present at the time of notarization(s). 
  • Make sure documents are complete (with exception of your signature). In order for us to notarize, we must see the entire document (s). 
  • Do not sign your signature until you are in the presence of the notary. 

The Township Clerk’s Office DOES NOT provide the following services: 

  • Witness documents. If your documents require a witness, you must bring in your own witness
  • Give legal advice or prepare legal documents
  • Notarize documents written in a foreign language
  • Wills or Living Wills 
  • Land documents (i.e., mortgages, loan modifications, etc.)

Fishing/Hunting Licenses
